US or EU?
If US - Alliance is pretty low on numbers at the moment, and as for classes, they have quite a few melee DPS so I wouldn't suggest rolling one.
If you're interested in DPS, perhaps roll a boomkin, I haven't seen an Alliance boomkin in a while, or a spriest.
If interested in healing and want to play a low-pop class/spec - try resto shaman, or holy priest.

So hrm. A boomkin might be fun, can you pull offensive warlocks at 39? (I know 19s they were used for purely D purposes) Or a mage might be fun as I played one at 19, not sure if I wanna do it again. If I wanted a deeps and an FC, what would be the way to go as an FC? (Not just ___ is best, but kinda what each class brings to the table)

Warlocks have great potential to pull apart an enemy team - great CC, multiple target damage. However, they're completely done for if you're opened up by a rogue, or a warrior. One interupt during a fear and you're basically finished.
As for FC's - both Horde and Alliance seems to have there fair share of them. and unless you're willing to spend years / mass amounts of gold to gear one to it's perfection - I wouldn't suggest doing it.
Ele shams? Not sure how they do.. don't see many of them in the bracket. If you roll one, you get brownie points from me for being a non-pop. class.

Both are equally good. Prioritizing Health vs Crit(Survival vs Glasscannon) is completely different depending on the persons skill cap. It wouldnt be a bad idea to go with vianco's gear(Minus noxxion trinket for pvp trinket) until you figure out ur **** in this bracket(IE: How to deal with the brackets crazy burst). Once you do that you can easily start cutting down a little bit of HP for more crit to maxmimize ur burst dmg.
