I've always gone for 12 (outside of a BG), and never had a single miss with any spells.

F2P Chardev shows that 15 hit rating gives 6.09% hit for casters. So I suppose that is the actual goal with scaling.

You have more than 14 in bgs due to scaling, you're wrist scales 1 and ring 1 etc.
