Hopefully they include it for lower levels rather than just high levels only. The rewards and honor from wins I am assuming is only for lvl 100's, but hopefully 19's can still use the skirmish feature. Honor rewards would be the icing on the cake.
Now that would be twinks luck eh? LMAO....lets just hope that the arena for everyone means lower levels aswell

You are seriously the most efficient MVP i've saw in this forum.
I hope it doesn't give XP or something. Also I hope that XP off can fight XP on in Q. Or else games may never pop for certain brackets.
Sadly I don't feel as though this is something Blizzard would allow. I'm not a dev or anything but I feel as though I understand the priories that Blizzard have set in line from a marketing / business perspective.
Blizzard wants as MANY people as possible on the gear treadmill at endgame. Whether that be from a pve or a pvp perspective doesn't matter. Both types of gameplay release new gear very, very often making "bis" barely obtainable for a few weeks before it's obsolete. If this weren't true then they would be releasing new content for even lower levels and they would actually care enough about lower levels to provide interesting things that would slow the leveling process down. Instead they're now giving you a service to start out with an automatic level 90 which completely skips lower levels.
If exp on and off played together then it would be advertisement for exp off and almost an incentive to turn off exp as no doubt we are by far superior from a pvp perspective. That would take away from the total amount of people at max level from Blizzard's perspective.
As for rewarding xp I don't think that blizzard would provide an amount that would be even slightly beneficial to levelers. Skirmishes are intended to be a quick low pressure match. If they gave even a slightly decent amount of exp people would just spam and/or bot up though skirmishes. I could see Blizzard doing something like giving you a completely pointless amount of honor or possibly xp (if xp were to be available as a reward).
Just my thoughts on this.
