Satchel Cloak with - "Stealth" 8 agil, 8 dodge.



If you have good movement, you can get by in WSG as combat and avoid the skill-less rogue play style (Shadowstep, Ambush, Restealth)

And you can still return more flags than anyone. Up to you.
