My guess would be the 20-29 "stigma". It is not "cool" amongst other 10-19's to play in the 20-29 bracket.
Fact is, the 20-29 bracket of yore is long gone. And per capita, I would imagine has more experienced WSG/AB people in it then any other XPon/XPoff bracket due to the Trials.

I just made this 10 this morning for lulz. It seems they got fixed but still tog dmg/heals/kills in last BG upscaled to 19 w/ only 9% haste/vers and like 14% crit. rip...was fun, would do again

why 39?

Well, I said this before I knew scaling would be re-implemented, but I wanted to avoid being that OP in the 19s bracket because I find it incredibly dull. I also didn't want to faceroll 20s, but now that scaling is back, 20s can be competetive against 29s so I'll probably make my Spriest 29.

For instanced pvp, 19s will have more skills and access to slightly better gear (very minor stat changes overall though). You can also queue for boxes by yourself.

For world pvp, 10s maintain their absurd scaling AND have enchants...so gg 200% versatility.
