15, or 20 Evoker twink?

which would be better, since i clearly am unable to get out of the starting quest stuff on evoke before that. YOU MAY be able to get out at 14? by not killing a single thing. but good luck trying that. Lowest I was able to was 15.
So, which would be better to lock at 15 or 20?
advantages / disadvantages
i do not plan to pvp, just dungeons and world stuff.

Anniversaries tend to be rough for minimizing levels, since right now every toon gets a +10% XP bonus due to the event.

Personally speaking I like to go for 20 just because I like to maximize the amount of available content. There are zones designed for 20+ (where the enemies will be harder below that level, and quests won't show unless you're at least that high) and instances designed for 20+ too (where you can't even walk in the door if you're below the cutoff). 10s/11s are nice when they can exploit the scaling of content designed to range from 10 upwards, but most of that comes down to timewalking and I have a feeling the craze will die down after the event.
 
Afaik its the scalling at low level that makes your character op.
But it only works at lvl 10/11 and from 12 it slowly wears off.
Yes at 12/13 you can still benefit from it but at 15 its better to level to 20 and maximize.

On the other hand you can also make both and test for yourself
Lv 15 is much stronger than 20 (2.5x stronger). But as Calligraphy said, additional content available at lv20. Make 2 Evokers :)
 
I made a 16 and it's a lotta fun clearing dungeons. Couldn't get out at 15.

it's not hard, but it's def annoying. you have to kill almost nothing. and even then there are section where killing is basically mandatory. so you "could" group with somebody and have them kill, but you'd still get exp.

there are 2 sections though where killing can be skipped entirely, and that's the "heal the dracthyr before attacking that big blue dragon, if you just heal them and run away the blue dracnoids will de aggro. or just have somebody non grouped with you, kill them.

the other section you can skip killing stuff, is when you have to go into the bug infested area to rescue the green dracthyr, you can skip all the bugs down there too just like above, either de aggro them, or have somebody non grouped with you kill them.
