Yes, Go 19s. I'd like to say:Go 14s for X and X reason, but I think it's better for newer players to go straight 19s so that way you'll get Q and won't have to get Wargames on X day and all the trouble of being in a smaller community!

Nah. Im rolling Horde. My 85 is horde. So it'd be kinda hard with getting my money too my alt and shit.

BoA can be sent cross faction. You should not need to much Gold on your twink. Get it enchanted via scrolls made on horde, then have a mate help you push them through the Neutral AH. Or you could just roll it as a horde toon.
