100% Riding at Level 29?

Today in battleground I got taken over by a lvl 29 mage with his Black Skeletal Horse and was wondering how he managed to do so.

In WOTLK 100% riding is from lvl 40 on wards am I correct?

"There was a brief bug that any level 1 character would learn the mount training for whatever mounts your account had. It was patched pretty quickly but to my knowledge those characters can still mount pre-20."

So that would mean, they patched it but it still works for the players who created a character in that period? Thats utterly broken.

The bug is fairly new, on the day of ICC launch (same patch they introduced the Collections page in WotLK Classic), if you created a level one character it would have the riding skill, and it could mount pre-20. It was patched very quickly, I tried making a character on that day and it had already been fixed. There is a small number of players who have it grandfathered, and an even smaller number of players who plan to twink on them. Ultimately will be irrelevant, as SoD is coming in two weeks and everyone will be there, and not Wrath.
