I can confirm it drops below lvl 35. I was tryin to see if it was some decent XP and then.... at lvl 32. On Wowhead you can also see SOME epic can be scaled to level 7 so I would believe you can loot some at lower levels also! (Still to be tested!)

I got one myself but it's just for nostalgia. I had it from a few years ago when it still was 3.90 speed. 2nd slowest weapon for 39's. (Besides PoD) There are far more better weapons, for example the mace from Princess.
