I stumbled across this a bit back. After paying to lock XP, we can unlock it ourselves by just paying again without needing to ask a GM. Tested to work on a vet account, and I have no reason to believe it shouldn't work on a pure F2P either.

You don't even need to let your subscription run out in order to twink. Just go visit Behsten or Slahtz when you reach the level you want, turn off XP, and you're practically indistinguishable from a veteran account. Then just keep playing the character without leveling.
