Yup, when they made dungeons scale to your level in 7.3.5, the level requirement for RFD was lowered (and Uldaman was raised to 40). You can farm a new one scaled to level 39.

Secondary stats aren't that important. Someone's choice between crit or haste isn't going to noticeably affect their performance in a single BG. The exact percentages you have are pretty meaningless, better off looking at them in terms of general priorities.

I haven't tested them myself, but I've seen comments that Vibroblade won't proc in your OH and scaled dazzling longswords don't proc at all. Not sure about unscaled level 36 ones.

I play Cudgel of Naralax MH/Coldrage Dagger OH. Offhand daggers are fine for Outlaw, only need a Sword/Mace/Axe for your MH. imo the extra slow from the proc is worth more than any slight damage increase you might get from other options.

You can use class trials to get a high level on any server. Only for BoEs though, can't go into dungeons on one.
