@necroaqua imo you're on the right track mostly. Right now BoE greens will be solid upgrades for Chest/Bracers/Gloves/Boots at least, but dungeon gear will have the same stats in 8.1.5 - no need to break the bank for them. Enchanted parachute cloak is too good to pass up in most situations...

Could mean more changes coming. I think for now though, it just says that most of the BoE drops from specific rare mobs use the same scaling formula as quest rewards. I mean, by that logic you could take out most of the list. They're pretty close if you prefer haste.
