Short version would be: keep spare appropriate type armor to replace those slots for instanced PvP. Higher ilvl the better. It's not such a big deal for world PvP/PvE to wear the "wrong" type as the secondary benefits typically outweigh the 5% main-stat loss.

Just checked, the pirates do scale below 110. They dont respawn incredibly fast solo like the murlocs, but decent.

The falcosaur world quest spots usually spawn ridiculously fast too... but i dont know that they are even scaled for 99. Also think that some of the world quests get phased from lower levels, i've been in thunder totem on a 99 during that mess and not seen a single kobold or 110 anywhere. If...

Probably because mail rewards used to be leather up to level 40, so it was a proper reward for years and years. Never was leather a "proper" reward for a plate class, nor for cloth. But yes, they could easily add a cosmetic... they are completely idiotic in their despotic, borderline...

The fan proc scales with nature damage (i think) so for specs like ENH sham it's flat out ridiculous.

Are you talking PvP or PvE? I'm guessing instanced PvP, and honestly i havent queued once. Enhance sham is pretty ridiculous in PvE, probably world PvP too. Blood DK is always good for something... vengeance DH too. Balance druids are strong at same-level, but apparently there's something worse...
