They just nerfed Legion Artifact Weapon to the ground (now it scales up to 50 at lvl 45 and to 58 at lvl 49+ before it was up yo 80) and it was only used by levelers and Twinks. With such approach I see no chance for intentional improvements for twinks any time soon.

Important to know - once you have or completed entry quest to Shadowlands - you can't enter Chromie Time anymore. She have replay that you really needed at Icecrown means it is probably intentional to prevent overgeared 49-s with covenant abilities to farm levelers with no one to oppose them...

For 45 it's 50 when not warforged so totally do not worth to bother. For 47-48 it'll be somewhere in-between 50-78.

HoA seems to be available only to characters that that was made before the prepatch - right now you can't get it before lvl 50.
