I mean there's literally no other chest that gives +16 int unless GF Inferno. The things we do for 1-2 more stats, +8 is huge.
I'd say reroll, a +16 int chest is so rare
Tough call on reroll, fallen is great. Max sp might be nice for drain life, ticks can get pretty high. Aff needs crit/vers to pressure tho
