Can level 19's still use Green Lens?

I recently started making a level 19 twink and as I was leaving Stormwind yesterday, I inspected a level 19 mage who had the Green Lens equipped. It was not a transmog, it was physically equipped with stats of the Aurora.

Prior to seeing this, I had read a topic about the Green Lens which suggested Blizzard had made a mistake and it was not intended for such low levels to use this item, and that they had since fixed it.

So, is it fixed or not?? Because if so, how was the mage able to have it equipped? And if it is not, why do so many "twink guides" not have Green Lens listed as the BiS item for head???

base engineering is 300 so you can get the green lens along with a couple other good goggles.
Blizzard seperated the ques again so twinks dont get into the same bgs as lvlers anymore. This completely killed actual pops for twinks and now the only way to pvp as a twink is wpvp dueling and wargames. 59s 85s and 70s wargame on weekends sometime around 9pm central or something like that (ive only done 85s recently).
 
People don’t list it as bis for a 19 mage because it isn’t max dmg and most prefer max dmg for a mage.

But like he said, it’s irrelevant because twinking is dead except for those that don’t pay for their account.
 
unfortuntely, f2p professions are limeted to 100. I prepurchased Shadowlands and received a subscription for free .
I leveled Engineering up to 150, so I can create new head gear. Maybe I should try to create the Green Lens head piece and equip it.
I disabled the XP gain. I hope I will still be able to play my level 20 twinks when the subscription ends!
I don't know if I will still be able to wear the Green Lens when I am playing wow for free?
Unfortunately, I was able to pick up the Arena grand master quest but the requirement is level 30 !
