Yeah, PTR copies a week or two ago were bugged and removing engineering completely. Seems fixed though, it worked fine this week.

in a 110 PTR BG...my stats are exactly the same as outside - 100% gear-based, legendaries work and everything

Weapon speed in stat templates is def an oversight though. If they ever fix it the polearm will prob be BiS.
