Never heard of it rolling hit on first tick only, sounds weird. DoT's don't snapshot, wouldn't think channels would either. Will test.

Not sure what the picture is trying to show, it's not a dot its a channel.
Seems only the initial tick of Ray of Frost rolls against hit %, once you start the channel no other ticks miss. #randommageinfo #bugged
