So after a lot of frustration questing for mogs I believe I have finially figured out what's up with the transmog system. Below I'll create the checklist I believe will help to find gear that can be mogged. This might be known but I have yet to see something like this for lower levels.
Obvious reasons gear cant be mogged at 29:
•can't have a level requirement on the gear over 29
•can't have a requirement on the gear you do not meet(profession, reputation, etc)
•if the item is class specific you must be the same class.
Less obvious reasons:
For all gear with no requirements it compares your average ILvL with the Ilvl of the gear. If you can equip and AVG Ilvl of 50, which is about the max a 29 can get you can mog most gear up to level 50 quests!
This should apply to any level, it appears that the game sources it's definition of the AVG Ilvl for either the current level bracket (10-19,20-29,etc) or just the specific AVG blizzard set for your level when no other requirements can be found. 29 is Ilvl 34. You can find out what Ilvl gear you can mog up to by checking your AVG in the wow armory.
For example on my rogue I have an equipable AVG Ilvl of ~50. I did a quest for a no requirement sword with an Ilvl of 174. I couldn't mog it and it said requires level 68, which I believe means the Ilvl of 174 is in the defined AVG of a level 68.
You guys can confirm this but hopefully it clears up confusion.
