Good point, it does clearly state above Ilvl 800...

Yes this has been confirmed over and over and over again, it applies across the board to ALL Levels 10-110 (since Levels 1-9 cannot enter BGs). Seriously, there's literally a thread about this exact same thing asking the exact same thing already here on XPOff lmao. And as recent as a few days ago, Blizz stated that they're STARTING with 0.1% per 1 iLvL and even Blizz thinks that's too low but they didn't want it to be overtuned and have to "nerf" it down. So it's very possible that 0.1% - 1 iLvL will become 0.2% or more.
