I'm guessing that most people know about the addition of the new transmog items which you will receive on the first horde and alliance characters which you log into now the WoW movie has been released. These are the only 2 characters which will receive the weapons / shield as well as the achievement ( Fight for the Alliance / Fight for the Horde ), but you will notice the weapons are "Battle.net Account Bound" meaning they can be mailed!

On top of this, they can be mailed cross-faction and like [Inherited Insignia of the FACTION], they will change to their horde or alliance counterpart upon mailing. Now is where the good part comes in. The 2H Staff which the horde gets can, as normal, be enchanted with any weapon enchant. Upon mailing to alliance, it retains the enchant however the item itself turns into a wearable shield.

To add even more awesomeness to this, the ilvl scales up to 24 in bg's making these items arguably viable on account of their raw dmg and armor stats. Sadly there's no slider on wowhead, so I've tried to include a little summary of the items below. Despite their lack of stats, they add a really interesting new aspect to 19 twinks. Myself and a friend last night were rocking Ele Sham / Prot Pala in the Gulch with Sader/EF and EF/EF, 1H + Shield combos and it was hilarious. As of now we just tested EF and Collosus and Sader on the shield. Sader didn't seem to proc, but the other 2 were as frequent as normal!

It almost goes without saying but I'll mention it anyway, but you can enchant the shield with any shield enchant then mail it to horde and you'll have a 2H staff with a shield ench (not that the offhand enchs are that great though).

2H - Horde Staff - Changes to Shield upon mailing to Alliance

29-44 dmg 2.8 speed (really fast) 13.04 dps (highest static dps of any 19 wep)

20-37 dmg (highest topend available @ 19) 2.8 speed (nice and slow for some proc enchants) 10.18 dps (ridiculously high, SFang sits at 8.52)

The all important question is, does any of the Weapon Enchants on the Staff actually proc while the item is changed to the Shield???
Yes they do! As I said in the OP though, we didn't have any luck with crusader, but spell based procs such as collosus, EF, heartsong, mark of warsong etc all work. Combine this with static weapon enchants such as massacre, spellpower etc, and you have some really fun combos of weapons to play with.
 
That's a really cool find, what enchant would be recommended most?

I have a 49 shaman, but honestly the shields there barely have any stats, so I wouldn't mind replacing it with a 2nd weapon enchant.

Unfortunately I'm not up to date with my lvl 49 scaling. Elemental force felt like the best choice for me as a dps enchant. However the possibilities are really good. You can have 2 shields in your bags at the one time (the one you get from the alliance and the staff once it's been sent over from horde) so potentially you could slap a static enchant on one (like 11spp or 13AP - unsure what those are like @49) and have a defensive / offensive proc enchant on the other. Personally I love the idea of a hpala at 19 with a boatload of spellpower. Or maybe double Mark of Warsong for some hilarious haste. Or even double heartsong when oom which you could do through weapon switching.

Just gotta experiment with it I guess, but fun stuff. I'm hyped!
 
This cross faction "change" must be something that got hotfixed into happening. The first day that it was available I mailed the Dragon Fang to one of my Horde Pandaren characters and it still showed up as the Dragon Fang sword and was red. I was hoping since the sword stated "Pandaren" on I would be able to transmog it. Alas, I was not because it was red to me.

Interesting, well I can confirm that the change is still working as of right now. I'm gonna leave the shields on alliance with wep enchants on the off-chance that they ever decide to revert it back to the "red / unusable" system where we can't send them across.
 
I guess this is some cool stuff to experiment with these last months until legion comes out and they don't do shit anymore. :(

yeah, important to note tthat these will likely be in the "Wardrobe" panel once legion hits making them potentially unequippable.

Hurricane procs, off spells and melee attacks. So do all the WoD enchants, I tested Mark of the Thunderlord and it procs when having it only on your shield, off melee attacks as well as spells.

Enchants that have only procs of melee weapons might not work, I'll have to check. Are you sure Crusader doesn't work?

Thanks for testing. Yeah I'm currently using massacre (+13 AP at lvl 19) on one of my shields for my warrior. So far I have tested Crusader, Landslide and Berserking - none of which seem to work using a warrior. I have a feeling that it may be a different story for paladin who has non-melee abilities, but I don't have the capacity to check that atm.
 
Tested some more, conclusion;

It's in the enchant, Berserker never proc'd from spells, so even if you use a paladin and attack with a spell, it won't work, because it's not an attack that can proc Berserker/Crusader/Mongoose/Landslide.
