20 vs 22, is there a difference in scaling??

Sorry if this has been asked before, but is there a real difference? For example I know that armor of the fang is pretty much BIS for those stacking agility at level 20(7sta 11 agility) - however, say that there is a level 22 wearing armor of the fang, will he get same benefits of the scaling as a level 20 would?

P.S if a level 20 wears parachute cloak, will it have scaling?

P.S 2 (sorry if it's outside topic) Do the ring enchants work on heirloom rings in this bracket?
 
Whenever you find yourself at a lower level in any bracket, X amount of item levels is added to your items, making them more powerful and bringing them in line with the items available at max level. In the case of the 20-24 bracket, 1 item level is added to all items per level you are below 24. This means that if you are level 20, all your items gets an additional 4 item levels. At 22, you would get 2 item levels, probably making a lot of your gear inferior. How the difference affects items is hard for me to say, as I haven't done extensive testing on it. All items react different to the increased item level, but to say there is no difference would definitely be wrong.
 
Aha...Hmm perhaps staying at level 20 has it's benefits. Btw is there a difference in stealth detection between a level 20 scaled to 24 and a true level 24?

I dont have armor of the fang on my 22 rogue, but i do have tunic of westfall, it scales to 12 agility, also protectors band scales to 5 agi 5 str making it better in some cases then the non scaling signet of argas @ 22.
