After you complete Higher Learning - Achievement - World of Warcraft , talk to Rhonin - NPC - World of Warcraft .
Tell him you lost the book he mail you and he will give you another The Schools of Arcane Magic - Mastery - Item - World of Warcraft.
Use the book to telepot yourself to a room to ask Archmage Vargoth - NPC - World of Warcraft for the pet, Kirin Tor Familiar - Item - World of Warcraft
note: Archmage Vargoth - NPC - World of Warcraft is in 2 places at once (Outland and Dalaran).

Goesid I'd stay with 10%, I guess it's higher % and some people didn't pick it up or something. Also, TCG tabards and mounts are listed.
Actually, based on WoWhead databases, Precious Ribbon has a 2% drop chance in 10man, and a 32% drop chance in 25man. "pretending" the drop rate to be 10% is kinda... idk, missleading?

I think that this still means that someone did not pick the shirt up, (like 10 people kill precious, one person gets it.) but ok, I will change that.
