Blizzard's recently recruited PvP designer Brian Holinka has confirmed via Twitter that skirmishes are coming back to WoW.

IF they return, it won't be for a long ass time, probably not until the next expansion, and probably as a side feature of a mid expansion patch. You know, when they've run out of better ideas.

You also have to understand that skirms are probably going to just be a random queue feature added to Wargames, and probably will be just as bugged as Wargames are, forcing twinks to turn on XP to participate.

You guys are all excited, but you forget this is Blizzard we are talking about...
