Chatter can not drop it, it's not high enough level of a mob to drop iLvl 23 items. So no, wowhead lies, it's gf'd.
Deviate Faerie Dragon, lvl 19 drops, Firebelcher, item lvl 21? Rares can drop items with higher item lvl than their own lvl?
Edit: Lol just took at look at the comments on TSS on Wowhead, 1 said he spoke to GM and had confirmed that it is still dropping, then 3cm's down the page a guy stated

And a gm stated to me too that it still drops, but I've also heard that GMs check their game info from Wowhead...

Yeah, from what I've heard, it's like that an elite creature can drop something like 4-5 iLvl higher than the creatures level.

Chatter is lvl 16 and TSS requires lvl 18 to be equiped
Deviate Faerie Dragon is lvl 19 and Firebelcher requires lvl 16 to be equiped
I doubt a mob can drop an item with a higher lvl requirement than his own lvl.

I believe level 21s can drop anything as high as a ilevel 24 item and I didn't believe that a mob being an elite made a difference. You may be correct though.. and all rares used to be elites as well, but that was back in BC I believe.
TSS has an ilevel of 23 meaning that the lowest level mob needs to be a level 20. He used to be a level 23 rare meaning that he typically dropped items close to his actual level level. 16s can only drop ilevel 19 gear if I'm correct at a maximum, meaning he's 4 levels shy of it even being possible to drop.
This is the same scenario with Shadowfang, Talon of Vultros and more. It's not worth trying to farm since it is physically too high for his loot table. I have 2 confirmed Shadowfang drops for guildies who have gotten them off of bosses only, hinting that my idea on the games mechanics are correct and they have proved to be correct since the SFK mob level nerf back in BC which only kept 5 level 21+s in SFK, 4 bosses 1 rare spawn.
