I think all epic shields scale to 21 int for this bracket. Of such epic shields, the Green Tower carries the most worthwhile secondary stats.

Indeed it does, but the lack of secondary stats means you'll see higher healing and damage numbers by using another option that includes such stats.

That's right. The other shields listed come the closest, but the Green Tower provides the most healing/damage throughput (and incoming damage reduction, coincidentally) of any shield available at 39 for caster shamans.

Aaaaand I'm wrong. It's the Blackskull Shield, not the Green Tower, that currently has top stats. Sorry for the confusion. I corrected the guide.
