Simple fix, remove the dps aspect of denounce, making it just a castable debuff. Add a mana cost as well.
Increase the healing output of word of glory and holy shock (making holy shock do less damage instead) to be in the usable range, and increase the output of flash of light slightly. With these changes the class would be perfect. Not op, but also able to compete with the other healing classes, as well as bringing unique utilities to the table.

I don't know man, I ran fire thru most of WotLK and I almost never ever came across another fire mage. They were really good if you played right but I ran 2s alot and maybe came across another fire mage like once or twice ever.
Yeah back when you could spam Living Bomb on everything and watch the entire room to BOOM-BOOM-BO-BOO-BOOM-BOOM!
Nobody believes me when I tell them I almost singlehandedly killed a Horde raid in SW while they were attacking the King. I kept poking around a corner and spammed Living Bomb on everything but a rogue finally caught me
Also I remember doing a 5s with my fire mage back then and got 6x the dps that the second highest dps had. Living Bomb was so great.

I remember a lot of 'Ghostcrawler plays a frost mage' jokes being made during WotLK, because it was pretty OP. I saw so many of them in Wintergrasp that I ended up putting a full frost-resist set on my disc priest. My own (PvE) mage was hybrid Fire/Frost, a build just for those endless 'AoE pull everything' dungeons. Living bombs > Scorch (for a buff) > Flamestrike > Blizzard. Screen full of big numbers as tons of dots and all that AoE is critting like crazy on frozen targets. No tank could hold aggro, and the only reason I didn't die from pulling aggro was that's when the living bombs would go off. One normal geared mage putting out more damage than heroic geared tank and two dps combined.
Really miss those proper talents we used to have. There were some really great builds you could make other than the usual single target dps cookie cutter.
I'm guessing Blizzards balancing focus will be on damage and health (or overall time to kill/be killed being roughly even between classes), so it'll probably come down to which has the most CC or damage avoidance (including mobility).

blizzard didn't actually buff denounce and holy shock damage for PvP... They buffed it because people complained that they can't "solo" mobs while questing

Every time they dumb the game down, it just brings in dumber players. And then they're too dumb to understand a system where things work differently in PvP and PvE, so the devs won't make one (and, I'm thinking, because the devs are too dumb to understand it either).

Lol back when I was a noob at mage twinking I chose scorch as arcane mage only cuz u can cast while running. I thought it was "cool"
