so, unless it's dropping off of the old spawn, which i can't confirm, then it came out of a garrison box. i did a little bit of post searching and saw that this was possible AFTER the scaling went through, so I'm guessing this guy just got beyond lucky and got the rare upgraded version of it, instead of the green.

xD the boxes dont' drop anymore sadly, they were grandfathered, so unless the mob drops it again, then it isn't possible

if this is the case, then yes, I would have to assume so! We'll have to see I'm sure people will now try to farm it!

this band has procced to 60 before from the garrison boxes prior to this patch, so i'm not quite sure this is the case. For example, there is another thread in 60-69 trade that was started on Thursday with a guy selling a BWB as well, and if you look up past threads, you can find that these have proceed to 60 from those boxes, the only thing is this one procced as a rare, so i would definitely try to farm it, i'll even give it a go on my toon, cause an epic one of these for a 19 would be insane!

I'm the one who posted the other one this week. It's a coincidence, I've been holding onto it for a while. I did try to farm it for quite a while but it's indeed not dropping. Ended up buying mine from some guy who also got it from a GF garrison box.
Anyway, congrats. I did see that ring yesterday while browsing the Undermine Journal but I was at work. That thing is likely one of a kind, I'd expect it to fetch a substantial price.
