i have several boe epics within the bank with a lvl 30 char but have no sub.

So I assume that all the epics will need also lvl 30 to equip.

is it possible to scale down the needed lvl just by send the item by mail or sell them within the ah?

I ask this to know if this is worth to sub again and sell these epics

there is no way (to my knowledge) of reducing the level required of any item. The best thing to check is the ilvl of the items. If its 27/28/29 you might be in luck.
