I’d assume that chaining tags by increasingly low level toons might be one way to do it. So, you know, have fun running 5 different accounts and punching mobs one by one for months on end to get an epic that doesn’t proc at your level.Very curious on how to obtain this. If anyone has any ideas/has success doing this let me know

As a disclaimer i would say the buyer got to keep in mind that if this item sees the eye of the public it will be reported and fixed. +i13 is clearly unintended in this case.

i assume owner claimed stolen account and they just blindly restored it. Luck mostly.
Note here that they can undo this and restore original item so they got options to create both versions.

Chaining might be possible tho there hasn't been any prof of it.
i do not see how chaining would effect the rule of minimum level scaling of a mob.

This could be even easier and owner got it in party with level 8 and was able to trade it back in day.

So I have heard of the mob-chaining with multiple accounts- but the fact that the original seller of this just posted it in the AH leads me to believe that this was not the method that was used.
Still looking for some info on this. If this was farmed, and they rolled back the hotfix as @Sun said... this is big news.

Ok so i looked at the screenshot more closely now that im home, so this item wasnt farmed by this guy, it was bought off the AH. so there is 2 scenarios here.
1. Its possible during the brief bit of time where epics scaled for everyone that someone did a bit of powerleveling on a character while monk farming and got the item to drop and only recently decided to sell it on AH.
2. its the same situation with someone trying to power level a character in a higher zone and looted the item in a unknown zone recently and put it on AH, seems we can't get any information on who the item dropped for / who looted it.
So either it was before the hotfix that changed to only epics scaled to the 30s. Possible the hotfix is broken and items can be looted. Or i guess a small window of time where it could be looted but now can't. Thats definatly a one of a kind item right now. Lowest scaled epic i have seen so far. Also to add since its the skullflame shield it helps determine where it was dropped cause we know the current zones that are possible to farm and the methods used to farm it.
