No, for armor it would scale lvl 16 ilvl 19 or lvl 21 ilvl 24, for weps/oh/shield it would scale lvl 15 ilvl 18 or lvl 20 ilvl 23.
So you can get a sanguine cape to drop but it would be ilvl 19 which is 5 int, pagan britches would be useless at those ilvls as well.
Mystic's sphere u can get lvl 20 ilvl 23 which would be same as the 18 version but you can't use on a 19. (though stats wise mystic's sphere isn't any good anymore, its more for sweg reasons.)

Most greens can drop unscaled from chests and rares, these greens dont drop from either so it's unobtainable.

@Donor is correct, non-scaled items can be looted from chests (also some mobs have two separate loot tables that sometimes drop scaled and an non-scaled green BoEs at the same time).

The three items that you listed fall under these parameters:

However, because of the way loot tables were updated with the new mob-scaling system, these rare mobs that retained their old, un-scaled loot tables might be a better consistent source for 20/25 green BoEs, as the overall pool of items available on a mob's loot table is higher than the pool of items available on the Treasure Chests' loot table. Rare mobs in Hillsbrad Foothills come to mind.

I have seen people loot a non-scaled version of the https://www.wowhead.com/item=15946/mystics-sphere from a rare mob in HIllsbrad Foothills (but don't recall which one it was).

I have looted a scaled-down version of the https://www.wowhead.com/item=14376/sanguine-cape from a mob that has two loot tables, I deduce that a non-scaled version can drop from mobs with similar loot table settings (or a Treasure Chest found in zones that have a starting level of 15 or 20).

https://www.wowhead.com/item=14165/pagan-britches is an interesting case the deserves further testing, but I really don't see it as the one random green BoE to be removed from all loot tables that still drop other items of similar non-scaled level/item level range.

So, although they may not yet be confirmed to be grandfathered, the items are still indeed quite rare.
