US WTB level 15 ilvl 23 BoEs

hey dude
saw some 16 loot 2 blue BoEs back to back
neither of them went +8

are those 2 items purely on deadmines loot table?
is that why neither went +8?

It’s weird like that most of what I know is single source rare BoEs scale with level and non single source scale with +8 and only drop level req ending in 0 or 5

Edit: yes both of those are deadmines specific drops so that’s why they weren’t +8

Secondary stats are much better weighed. Example: not accurate but good example. 10 crit for 19 might give 2%. But 10 crit for a 15 of 16 twink might b 5%
