If you're asking about the cobalt frag bomb, it doesn't work anymore. It will only work if you already have northrend engineering on the character that you want it on, which was only available for a couple of days at the start of BFA.

I'm under the impression there aren't any belt enchants that can be applied without the use of exploits, but others here have more knowledge on the subject.

yes you indeed require the trade exploit ^_^

Can do zandalaari tinkers for you but would require you paying the gold to level a class trial toons engi high enough for the recipes + a token. This would also obviously require a BoE belt because trials cant enter dungeons.
