it works but the feeling is that it has an internal CD of over 1 minute.
When proc, it does what it says, reduces each attack by a maximum of 158 over 10 seconds at level 20.

Honestly everyone is talking about the pure haste skull clad cleaver. Yeah Its nice. But if you already have enough haste to have a GCD of 1.3, Then the Ingvars cleaver out of Utgarde keep is your new BIS. 1 of those, and rivendares all verse weapon. Hit for hit and damage for damage, the verse is going to outweigh your haste
