little explanation

Nelf - you get a nice combat dropper, which is useful to get that extra heal/ cc drop.

Worgen - dark flight - sprint, and 1% increase crit.

worgen is better than nelf overall for WSG (at 19)
nelf is better for arena and brackets with mounts

Druids have more mobility than any other class in the 19 bracket. Throwing the worgen sprint in among the other added bonuses of druid mobility is just insane. 9times out of 10 id say go worgen over NE..

when referring to just balance and feral like you mentions.. worgen 10/10.. plus extra crit is sexy

Worgen is probably a better option if ur FCing, balance or feral but nelf if healing and bass looks

Worgen is best for any druid (Alli) spec except for resto, in which case NE would be better for Shadowmeld.

Resto: Meld is great for dropping focus off you and keeping you alive. NE is easily the best.
Balance: Extra crit and mobility is much better than meld, considering your survivability is already pretty good.
Feral: Again, extra crit, but worgen sprint gives insane ToT in cat form, which is especially useful against other druid FC's (travel form will outrun cat).
