You CAN get the hat on low level. ~4000 murlocs killed.
PS: "confirmed" by a GM that "it drop only from 85 heroics/normals" , then when i said it that it drops from nexus heroic he said- yes, there too, and above it (80+ level)
PPS: also got from them:
3 x Training sword, 2x 6slot bags, 3x Red linen robe recipe, 2x copper chain vest recipe, 17x Malachite, 8x Tigerseye, countless silk cloth and some random trash and alot of Small Barnacled Clams that gave me 15x stacks of clam meat and 18x Small Lustrous Pearl ( didnt loot any on my 85, so you can DOUBLE clam's loot)
