Never. Beta is accessible by invite only. There will be a PTR for patch 6.0, however, and that will come out a month or so before patch 6.0 goes live.

Oh ok, you would think they would make beta easily accessible for all players seing how we haven't had new content in like forever lol. But thanks for the info

The only reason they had 'open beta' for MoP was because of the annual pass. Beta clients are typically invite only because they want as few people as possible accessing the brand new content before it's out. They usually make it a point to invite the media and raiders to the beta because of the positive press coverage and the feedback both groups of players will provide. If random people get invited it's usually by happenstance or because they won a beta key from a promotion.
