This is basically correct. It's kind of annoying actually because IIRC if you're level 69 and go to SW or Org it'll kick you out of CT and there's no way of going back BUT if you stay out of SW/Org then you're fine. I think (but I'm not 100% sure) that you don't get kicked out automatically at 70 though. There are effects like quest XP gets hella nerfed. I don't think you're force kicked from CT until 71 but I might be wrong.I'm 99% sure the highest level you can toggle chromie time on/off is level 68. I know you cant at level 69.
Keep in mind in dragonflight they allowed 60s to toggle chromie time sometime during the last season. So, while it might not be available now its something i always check on PTR.
I am playing level 69 in Chromie time. It is last level where you can lock XP and enter Chromie time BUT Chromie only currently offer era choice when you abandon TWW quest from Jaina to go to Silithus. It was same with previous auto-accept quests from previous expansions in Dragonflight and Shadowlands.
