When does Chromie time end?

Chromie Time technically kicks you out once you hit 70, however you can easily phase back into Chromie Time by party syncing with a lower level character who is currently in Chromie Time.
If you do this at exactly level 70, you will not be scaled down. If you do this at 71+ it will scale you down to 70 (I think, its either 70 or 71 that it scales you down to)

I'm 99% sure the highest level you can toggle chromie time on/off is level 68. I know you cant at level 69.
Keep in mind in dragonflight they allowed 60s to toggle chromie time sometime during the last season. So, while it might not be available now its something i always check on PTR.

This is basically correct. It's kind of annoying actually because IIRC if you're level 69 and go to SW or Org it'll kick you out of CT and there's no way of going back BUT if you stay out of SW/Org then you're fine. I think (but I'm not 100% sure) that you don't get kicked out automatically at 70 though. There are effects like quest XP gets hella nerfed. I don't think you're force kicked from CT until 71 but I might be wrong.
It should be clearer than this. There are always problems.
In SL, at level 48 the quest "A Chilling Summons" was automatically added to your quest log in SW/Org. This kicked you out of CT BUT if you could remove it from your quest log you could re-enter CT. Thing is the game constantly added it to the point there was an addon called "No Chilling Summons" which automatically and constantly removed it from your quest log.
I don't know why Blizzard makes this so difficult.

actually a couple days ago i was leveling in SL to get to 70, and was completely unaware of this (other than 70 cannot enter CT) but I am kicking myself for not trying to get the SL rings at 70 for double sockets, but tbf idk if that would have been worthwhile. plus I might have needed to be in the instance at 69 until i level to 70, but then again lotta things i couldve tried. While i was 70 and before i returned to SW, the quests were rewarding me with ilvl 366 in SL, and i shouldve tried for more options. Got like 2 quests done then wanted to get the trinks off AH

I am playing level 69 in Chromie time. It is last level where you can lock XP and enter Chromie time BUT Chromie only currently offer era choice when you abandon TWW quest from Jaina to go to Silithus. It was same with previous auto-accept quests from previous expansions in Dragonflight and Shadowlands. If you are 69 and cannot enter Chromie, just open quest log and abandon general expansion quest.

Good to know. Exactly like Shadowlands except the SL breadcrumb quest was automatically added to your journal in SW/Org. So dumb.

Yep, you will get even TWW automatically. I am just using this macro to quickly remove quest before entering Chromie time (feel free to replace quest ID as needed):
