So atm they've only announced it for end-game but it wouldn't surprise me if they did something similiar in lower brackets since they just added the level scaling anyway.

Average level 70 iLvl twink is something like 140, yes? They would set a requirement of iLvl base such as that for level 70s-74s. And so on for 80s/85s.

Full PvP geared 70 is ilvl 159 iirc. Fwiw.

Rogues already had broken avoidance scaling in cata, and which of the two things made it to live? I've got screenshots of me tanking a large number of players without being dismounted.
