What levels do ilvl 28 (req 19) drop for?

I've seen and bought a few ilvl 28 green boes (some with socket) from the AH. I'm wondering for what level of toon would you need to be to get these to drop? I'd rather farm them myself instead of waste a ton of gold

24 is correct. Depending on the zone in Broken Isles you will farm different relics too, +7's. You can farm single stat items like Adaptable, or Savant, etc with just pure mastery, they can also be perfect and with sockets/leech/speed/avoidance.

Holy fuck I had a 24 dk that was literally 1 exp away from leveling. I think I have my work cut out for me

Make sure to hit the AH before farming. There is a bunch of green boe's item level 33. When people were farming old content pre squish all that gear dropped at level 60 and now is squished to level 24, so there is an insane amount of gear you can get dirt cheap that beat some of my 59 twink gear.

That's just past experience squishes showing there. It was actually into the next level so they put it at 1 xp short.
