The reason why the Bracket seems active now is because Levelers are playing with Twinks. However; Levelers existed before the Merge. There is just as many levelers in WoD as there is now. But there is less Twinks. So technically, the bracket is less active now.

However, I wouldn't count a brackets activity by how many levelers are playing. That's just silly.
Hence why there is no bracket atm. There's near to no Twinks.
