1) Note the times at which this happens;
2) Don't queue at those times;
3) Eventually it will correct itself, as griefers need people to grief - the moment the bracket would be all 24's, 'pops' would drop fast enough, and 24's preying on newcomers (the result of less F2P twinks) will only hasten actions from Blizzard.
Note that the later will hopefully only affect the ones responsible (eg moving topped Starter accounts to the XP_On queues) but may very well in true Blizzard fashion affect twinking as a whole (removal of the XP-Lock feature etc.). But of course this takes too much common sense for a certain breed of players to grasp.
Sure it's all annoying and shows this whole 'Twink community thing' is pretty much a baseless sham but you're not feeding Blizz money so a) you're not giving Blizz any incentives to keep the things you're unhappy with in game as is and
don't have the issue of 'need to get your money's worth out of it'.
