only hope they are reflecting changes mined from a incoming patch. there are alot of mounts that have been changed from former level req. that are now 1-80 learnable
if you are vet, recommend farming it with a player you can level to 30 on future free or paid time

i never use in game links since i can't chat unsubbed, i read the wowhead comments before i even farmed it, there is one where a level 13 player got it in 2024 and it had a level 30 req. no relevant recent comments so when i saw other low level players 10-20. many 10-11 twinks who had been farming before i even started. i assumed and was hoping there had been a 1-80 change as shown on wowhead
You don't need to be subscribed to use in-game links. Wowhead shows most mounts 1-80, because they have no level requirement to be used. The lvl required to learn them is another thing.

When I was farming for upgraded Verdisa's Cuffs of Dreaming, I had no answer for that boss's Magic Pull spell. Then I figured out that Occulus is an outdoor dungeon. So drop a target dummy and attack it until your Ooze procs, then attack boss.

i think its server or even region wide, but the fact we got it too is... thanks deus.
with quests opening up for us in SL i decided to try for https://www.wowhead.com/item=180728/swift-gloomhoof. another mount i can't learn. yes i did look at ingame link still went for it. was out of LW for the quests and set-up, had to go into LW to solo the boss
