How do people get these to roll with two sockets?

You don’t? The 2 socket rings are from dungeons that are included in mythic+ current season. Reason being is that they can be used with Jewelers settings which adds the sockets

Nothing is dropping with 2 sockets, unless the ring has a socket already by default.

You'll want to farm up BoE greens/blues with a lvl 22 toon. The gear will drop at lvl 18 req & ilvl 84.

Your best bet is to farm dungeon trash in Legion, BFA or SL, as these are the only instances that the BoE gear can proc upgrades.
You could try the old farming sites, but rumor has it that world farming is nerfed atm ( epic drops unaffected ) so, focus instances.

So, your options for a gemslot cloak are restricted to very rare proc upgrades on BFA world-rares or WoD 'Apexis Rares'.
Regular dungeon gear can proc terts & there will also be anothe Turbulent Timeways event in a few months, offering ilvl 96 gear.

My advice to you, if you want a full-proc on a cloak ( or any other loots ) is :
leave your toon alone for a few weeks & then head out to BFA.
After resting them & charging up their luck, you'll have a higher chance at an upgrade from the 1-time loot.

and im leveling BfA tailoring and chanting for the ring chants, so Freehold is my home for the foreseeable future

You could also farm legion world epic cloaks on a 20. They could socket upgrade as well

That said all of the above is splitting hairs. That cloak is more than fine. Even a WOD apexis cloak with socket upgrade may or may not be an upgrade for you based on your preferred secondaries

I only ask because the https://www.wowhead.com/item=105673/hellscreams-pig-sticker is arguably better if you have it available. At level 20 it's the same DPS, Agi and Stam, +7 Haste/Mastery, has 2 sockets and it has +2 Agi socket bonus.

Not sure what class you are and you may be aware of this already but https://www.wowhead.com/item=27986/crow-wing-reaper?bonus=10244 is an obvious goal.
