20 pugs are a joke compared to 19s tbh. 19s are just way more competitive and are next level compared to 20s. (No pun intended.) I honestly enjoy them a lot.

90-99 exp on bgs.

XP on BGs are really the way to go for people that don't have a lot time to just sit and wait for queue pops.
I have to say though, I have not played any high level ones. But at low level, you still meet a very good mix of geared people. There really is only four slots now that don't have heirlooms. And XP on pops are pretty damn fast.
