Wanna make a 29 twink but not sure who to choose

I am seeing a lot of popular activity with 29 and thought they must be strong for 29, so I was thinking of making a 29, looking at either prot pali or warrior for tank, shaman hunter orwarrior for dps
 
No, 29's are not popular. You won't get any PVP-oriented queues to pop if you have your EXP locked.

20's however get SCALED to 29 inside BG's, but they are effectively lvl 20 characters, originally.

The reason you can play a level 20 character is because you end up having your EXP turned ON and cancel your account's subscription (the initial subscription, if any, will need to run out as well). This is due to PVP brackets being split between people who have their EXP turned ON and those who have their EXP turned OFF.

When an account's subscription has run out, then the Blizzard "free to play" limitations will take effect. This means that you can no longer access characters above level 20 in-game, but it also means that you cannot level above level 20 in-game. This basically gives you the same effect as having an EXP locked character. You can now queue any PVP content you desire without levelling your character.

Other limitations includes not being able to access the in-game mailbox and being able to whisper people (you can whisper people back if they whisper you first). You will also be unable to form a group on your own (subscribed players will still be able to invite you)

The usual preparations:

> Have a subscription and a main character.

> Buy everything you need on your level 20 from a main. This includes mats for professions and things you might craft repeatedly, bandages, gliders and other consumables etc. etc. Grab any useful BoE's from the AH as well.

> Farm BoE's on a level 24 character (if you care about absolute BiS).

> Plan out anything else you would want to do that requires a subscription.

> Make an alt account (this will be your lvl 20 twink account).

> Level to 20 and lock EXP (to later be unlocked, BEFORE subscription runs out)

> Give the alt account a subscription.

> Send everything that needs to be sent through mailbox or trade.

> Once done with everything you planned to do, UNLOCK EXP (very important) and let the subscription run out.

If you believe you won't be able to get everything extra done within a subscribed period of time, then you could make your twink on your main account and later transfer it to an alt account. Either way, you'll still end up paying for a subscription for your twink at least once (accounts need a subscription to be eligible for any kind of transfers). This method is of course more expensive due to also having to pay for the transfer.

Congratulations, you now have a twink that you can play in BG's and arenas. You can still dungeon boost your character as well with your paid account, or whatever else you need to do. Just remember the initial free to play limitations.
