Wand Nerf?

Sorry I haven't played my mage much and I've read all the patch notes. Did I just not pay attention when reading the patch notes 2X thoroughly? What is the wand nerf?

From what i can tell on my priest it seems as if there is a CD on the use of the wand. When i use it there is the CD timer..... 1.2 sec. and crap.

You have to wait 1.5 seconds after using an ability to wand, it's really gay and it made my priest and mage even more underpowered than they already were.

 

[Evocate]

Raped my mage.. It means my DPS went almost to none and it means you are going OOM damn fast in 1v1's.. -.-
