'Vigorous Spaulders' Question (and other dungeon satchel loot).

I've seen some lvl 19-29 twinks wearing http://www.wowhead.com/item=51966/vigorous-spaulders.

Is this possible to get? and if so, how do I get it.

Originally, I thought that the http://www.wowhead.com/item=51999/satchel-of-helpful-goods could only give me http://www.wowhead.com/item=51994/tumultuous-cloak and http://www.wowhead.com/item=51964/vigorous-belt for low level toons.

Are there any other items that http://www.wowhead.com/item=51999/satchel-of-helpful-goods can provide to low level toons that I do not know about.

I am out of the loop, I haven't queued for a random dungeon in so long.

Yes these sachels now give other items as well. I am unsure on the full list, but I can tell you I got a ring the other day. The items (from what I have seen) are not very impressive and I have heard nothing of significance coming from these sachels.

This was the loot table before scaling:
15 - 25: iLvl 25 Cloak or Belt (Cloth|Leather|Mail)

26 - 35: iLvl 35 Necklace or Gloves (Cloth|Leather|Mail)

36 - 45: iLvl 45 Ring or Shoulder (Cloth|Leather|Mail|Plate)

46 - 55: iLvl 55 Boots (Cloth|Leather|Mail|Plate) or Bracers (Cloth|Leather|Mail|Plate)

56 - 60: iLvl 60 Cloak or Belt (Cloth|Leather|Mail|Plate)

61 - 64: iLvl 64 Necklace or Gloves (Cloth|Leather|Mail|Plate)

65 - 70: iLvl 70 Ring or Shoulder (Cloth|Leather|Mail|Plate)

So you can get cloak, belt, bracer, necklace, gloves, rings, shoulder and boot with scaling system. (ilvl 26 ones as lvl 20 char)

Do you remember how the bug worked? I assume it required dungeoning with a higher level group? (after they kick one member out so you can join).
