@Goesid is right, it's Animist's Caress. It does scale down, although it's still absurdly powerful.
And yes, I would stock up on potential GFd enchants/items now before SHL.

Eventhough I haven't been active for quite some time, I'd love for you to add a few of my characters to the list, since I will be back eventually once I have more time on my hands. My enchants and a few pieces might not be BiS anymore since times have changed since I last played.
Below you can find my Mage (main character) & Shaman which I played the most. Both got 2x AGM, 2x Seals of Argus, Fel-Infused gear etc. Unfortunately I logged out in random gear on my Shaman, but he's still wearing the Kor'Kron Shaman's transmog which - to my knowledge no longer is possible to get. Even got the tabards transmogged to Tyrannical Gladiators Tabards.

Would like a FS staff - haven't got the heart for another FS grind right now though.
