Id expect haste set to dominate because even at 0% crit you'd still be able to be enraged nearly all the time attacking a dummy because enrage lasts 10s, long enough to pull off 3 BTs with high set

However, in pvp you do not attack a dummy but a moving target and often what you'll get is chargé+BT+possibly 2 WSs. With haste set you will have some 55% to pull out enrage, with crit set 80%

The other thing, as I3ssOn said is that crit introduces more volatility to your dmg which is good for pvp

I have full crit on my 29 fury war, its like 35% and i feel like at least one of my wild strikes always crits which is really nice. Idk about static dps, but in bgs i prefer crit to vers, although I haven't tried haste tbqh
